We want to make sure that your home is as warm as it can be this year. That鈥檚 why we鈥檙e continuing to work with to offer free cavity, external wall and loft insulation as part of our award-winning . Some homes may also qualify for renewables such as solar PV and air source heat pumps.

Our Cosy Homes Scheme was launched in 2020 as part of the Government鈥檚 Energy Company Obligation (ECO) programme to help residents stay warm, save energy and lower their energy bills through subsidised energy-saving improvements. More than 2,000 households in Barking & Dagenham have received free measures so far.
Without proper insulation, you could be losing a third of the heat in your house through the walls and roof. According to the Energy Saving Trust calculation in October 2023, you could cut down on your fuel bills, with cavity wall insulation estimated to save you up to 拢272 per year and external wall insulation up to 拢346. In addition, loft insulation could save you another 拢349 and solar PV, 拢289.

Are you eligible?
Under the scheme rules set by the Government only properties with an energy performance rating of E, F or G will qualify for measures and in some cases a D-rated home. So, if you鈥檙e in one of these properties, and are a council tenant, privately renting tenant or an owner-occupier you may qualify for free energy saving measures.
If you, or someone in your household, receives a relevant qualifying benefit then you could qualify for ECO4 funding towards the cost of energy saving measures. The amount of funding available will be subject to survey and will depend on the type of property you live in.
To receive funding towards energy saving home improvements from us, you must own your home and you, or someone living at your property must qualify with one of the sections below:
1. Receive one of the following benefits:
- Pension Credit Guarantee
- Pension Credit Savings
- Income-related employment and support allowance (ESA)
- Income-based jobseeker鈥檚 allowance (JSA)
- Income support Working and Child Tax Credits
- Income Support
- Universal Credit
- Warm Homes Discount
- Housing Benefit
2. Or receive Child Benefit
If you receive Child Benefit you may qualify subject to the income thresholds set out below:

3. Not on qualifying benefits
Even if you don鈥檛 qualify for the benefits set out above, you may be eligible under the council鈥檚 flexibility criteria, known as LA Flex.
In summary, if you are found to be living in fuel poverty, or are on a low income, live in a cold home or you or anyone else in your household is vulnerable to illnesses caused by the cold, you may qualify for measures.
